Dubai presents a broad range of private and government healthcare facilities, with hospitals, clinics, and specialty centers

Medicines, treatments, and consultations are paid, and the hospital and clinic are usually referred by the head of health insurance. All foreigners’ resident, locals, tourist, and visitors can use these medical facilities.

As all medical facilities are paid through insurance or cash, it is easy and quick to get services as when matched up to other states. Patients can typically ask for a particular doctor and take a schedule on the similar day or within next 2 days. Especially in the busier clinics, there is usually some waiting time involved with appointments

High-Tech Facilities In Dubai

Being the most occupied emirate in the UAE, Dubai health market is extremely established with various options regarding hospitals and private clinics. Moreover, in the coming years more facilities are planned for opening. Dubai Health Authority (DHA) reported that, around 3700 medical clinics are there in emirates, with over 40 government medical centers and 30 hospitals.

When it comes to dermatology, plastic surgery, maternity care, fertility, eye clinics and dental services, patients are spoiled for choice. Dubai government has knowledge about this and they are making various efforts to enhance specialty medical services according to its 50-year dream to offer “A Doctor to Every Citizen”. Proposals contain plans to make a research center and make an oncology in Dubai, to make Visas simplified to draw attention of specialists and doctors to the city, make a project ‘telehealth’ to connect patients with doctors through mobile devices.

Visitors and residents can also take advantage from free checkup that are planned by hospitals, clinics, corporate and banks as a way to generate loyalty among old customers and to draw attention of new customers.

Compulsory Insurance For Foreigners Residents

The Dubai government commands that all residents should have insurance. This could be given by sponsor of visa, who can be a family member, an employer or the individual, themselves (same is the case for specialists or entrepreneurs, business owners, or who are on their own visas). Unable to fulfill can lead to fines.

Because insurance becomes costly for a company to offer, the packages for insurance differ. Workers with low income receive a basic insurance package what provide entrance to a restricted network of facilities, low coverage, and require a GP referral for specialists. Workers with high salaries can get top insurance package for their families and themselves. All the female employees who are married can get free maternity facilities, but the details differ depending on the provider and insurance package.

For obtaining insurance it is necessary to have a resident visa and it is possible that when visa is in processing individuals may not get covered by insurance.

Medical insurance normally covers a bit of medicines, lab tests, and consultation etc, with a small payment to be made by patient. It is limited to AED 50-100 or 20% of the consultation but can vary package. Free follow up within a week are included in consultation, depending on the hospital/clinic.

Looking For A Health Insurance Provider

It is normal for workers to look out for their own health insurance if they require insurance for their family or if they are not satisfied with the facilities. Online comparison sites are a good place to start looking for your own insurance. These sites provide overviews of benefits and instant quotations. Insurance providers can also be contacted directly by residents. Some of the top health insurance providers in Dubai include Oman Insurance, MetLife, Noor Takaful, AXA and NextCare.

How To Choose The Right Insurance?

With a lot of options in terms of packages and provides, it could be difficult to find what makes a good plan. Lists of 11 basic criteria are given below to consider when choosing the health insurance:

  1. Yearly coverage – how much worth of AED coverage is provided in the package?
  2. Hospitals and Network of clinics and – unless they are specifically requested for, some hospitals such as the American Hospital, are normally excluded from plans,
  3. Specific branches of clinics branches in more affluent neighborhoods or nearby branches might not be included
  4. Co-insurance/Deductibles– how much co-pay does the patient need to give?
  5. Geographic coverage – some insurers present coverage outside UAE only, across the GCC (ideal for countries like Saudi Arabia or who travel within the region frequently), UAE + the resident’s home country, Worldwide.
  6. GP referral policy – some packages command that a GP referral is necessary for meeting specialists, which makes the procedure of meeting a specialist slightly costly and complex.
  7. Maternity wait time – some packages need a time of 9-12 months to wait before a patient is qualified for maternity facilities, which can result in an expensive unplanned pregnancy.
  8. Maternity cover – all maternity packages are not same: co-pay, emergency coverage, number of scans and the number of visits can vary significantly. Keep in mind that until the baby has obtained a passport insurance card and resident visa, the maternity coverage may need to include cost of the new-born care.
  9. Optics and Dental – all packages do not offer this type of cover; maybe some packages do and can be used to cover the acquisition of glasses at optical stores!
  10. Reimbursement process – Physical copies of bills are required by some insurers to process a reimbursement while some just accept scanned copies
  11. Pre-existing conditions – to include treatment for pre-existing conditions a custom package might be required

Private vs. Public Healthcare

Public healthcare centers can compete with the private facilities, and in some cases they prove to be cost-effective such as for child vaccinations or when long term care is required.

The major differences are given below:

  • Public hospitals such as Children Hospital, Latifa Women, and Rashid Hospital provide high quality care and facilities at very affordable rate.
  • Public hospitals and centers provide free vaccinations for children and babies. Compulsory vaccinations are taken care of, with some conditions such as resident visa and a DHA health card AED 120 per year for foreigners up to 10 years in age.
  • Public hospitals and centers have less location than private hospitals and centers. Private hospitals and clinics are spread out across the city.
  • Walk-in visits are allowed in Public centers Sunday through Thursday. They are open for ‘half days’ on Saturdays and closed on Fridays. Private centers are open throughout the week and allow appointments.
  • Following documents are required by public centers from patients: address proof (DEWA bill or tenancy contract) and ID proof (Emirates ID or passport). An authorization letter will be needed if the address proof is not in the name of the patient. To avail of services tourists and visitors and can give the address they are staying at.

For immediate and short-term visits, private clinics are likely to be much more suitable.

There are several incidents where people have to take loans to pay medical bills and they look for assistance from employers, charities, friends and families to pay back these loans. The government usually assists the neediest residents, but it is better to be vigilant while picking an insurance program and always plan for future.

But possibilities are that these rules may change in future because Dubai government is thinking to make an insurance package for visitors, this is to make sure that visitors have sufficient funds for any kind of treatment.
